Once the basement to your home was built, the loose soil was backfilled in around the foundation, and now rain water easily penetrates this loose soil. At the bottom of newer homes, and some older ones, a drain tile footing drain was installed that drained ground water away via gravity.

The manner in which a home is built also plays a facter as to why a basement leaks. After the hole is dug in the ground, the concrete footing is poured. Once this dries, the wall is poured, or built in the case of concrete block, on top of this footing. Then the basement floor is poured. The imperfect seem between the footing and the wall is where water typically leaks in under the basement floor, and then as this water builds, eventually it comes up either through the floor-wall joint, which is also just a seem, or through floor cracks.
